[Help offered] Tool making manuals

I see in game that there's both a tool making skill, and gems that will help boost tool making. I'm wondering, if someone were to write a book on how to make tools, you know, listing parts, materials, etc. and then writing quests for it, would it be possible to have that skill implemented?

Tool making is on the list of skill to implement, so yes. It's currently not on the top list because we're focusing on completing other missing parts (e.g. have all the repeatable quests for all crafting skills etc.).
A bit of help can speed things up.
