RP only Races?

I've been around Yliakum for a while now and i've seen alot of things, but what i've come across recently is that some people, not naming anybody for fear of being beaten to death, I've seen people who roleplay that they are gnomes, and other things.... cant say the next example without naming somebody.... anyways, is that acceptable IC? or is that breaking some hidden OOC law?

There's a ghost, who wanders about only half visible. Oh and he roflpwns everything with megamagic and is annoying as hell. Yeah.

Then who remembers the dragon who wandered about? Was what? 10 feet tall, sitting in the tavern drinking beer? The very same player who got banned for sexual harassment. You betcha.

Both players are awful to play with, and if you have any sense you won't turn out like them, lest you be hated.

Anyway, to be on topic, as far as I know, things like that are settings violations.

A gnome is, just as it was said before a settings violation. Such as pretending to be a kran woman, or a black flame zealot who pronounces his faith openly. It's not maintaining to the correct parameters.

In my defence, i do still RP a dwarf so im not going out of my race sure its a dwarf with wings but hey why else was magic invented?

EDIT: also i could not count how meny times i have been called a ghost, I AM NOT ONE, just because i have wings and turn invisible dosent make me a ghost, spirit or anything of the like

I'm just confused if this is not tolerated, why wasn't it brought up in one of the about seven times Calak has been jailed for this exact thing.
