But, assuming the drawing was made with a mouse glued on the tip of a bazooka, it's not that bad. 
Also, assuming it's an enki like the 80 percent of drawings here,  I'm a bit disappointed.

Yeah, same thing here. It won't animate with inline SVG script in the img tag. See http://www.schepers.cc/svg/blendups/embedding.html
It's a security restriction. Declarative SVG animation will work however in the img tag:
http://www.w3.org/TR/SVG/animate.html
