I think you mean "valid for all governments with tyrannical leaders". The quote refers to the tyrant King Aerys, the last Targaryen king in Westeros, when he tore out Ser Ilyn Payne's tongue, accusing him of slander when all the man did was expose his madness. Granted, Aerys was a nutjob, and none in their right mind would dare speak against him, at least no in front of him.

If the whole system is tyrannical, breaking it down to only one person doesn't matter. Don't blame Obama or Cameron or Merkel only for being monitored by NSA, GCHQ or BND; the leaders neither decided that nor would be able to avoid it. Even if they wanted. They must be afraid of even trying.
