The Warden, Seria, called upon the Inner Council to gather. As they had all heed her call and assemble in the throne room, the Warden moves to announce the reason for the gathering.
"My dear Imperials", Seria says, "We can not allow the Royal House of Purrty to insult us in such a manner." She looks at the people in front of her and smiles confidently. "Not only did they take the property of an Imperial, Lady Donari Tyndale, and called it their own, but now they claim it is rightfully theirs. This we did raise with Gag Harmond, but he did nothing but laugh at our attempts to find a diplomatic solution." She swallows and pauses for a moment. "Not only that, but grave reports indicate he is trying to form an alliance to protect his theft, lying to people about the origin of their house. This we can not allow."
She opens a small chest on her desk and takes forward a scroll, presenting it to her fellow councilors.
Consent among the Inner Council is quickly reached, the Warden then passes the document around for signing. Once it is signed, she takes the document again and takes a long look at it. Uttering the final orders, she dismisses the meeting.

Proclaimed by the Warden and the Inner
Council
§ 1
The Inner Council finds that:
1. The guildhouse of the Royal House of Purrty had come to be auctioned off by the Octarchy several years ago, due to them not paying their taxes. Donari Tyndale, Imperial and member of the Inner Council, purchased said property and, out of friendship for the Royal House of Purrty, rented it to them for as long as they pleased, free of rent, with the sole obligation of paying their taxes.
2. During the absence of Lady Tyndale, the Royal House of Purrty approached the same Octarchy that once tried to auction their house off illegitmately and bribed them to hand the property over to their guild, thereby depriving Lady Tyndale of her legitimate possession.
3. Not only does this constitute blatant theft, but their hypocrisy and treachery of their friend constitute a major diplomatic offense as well.
4. The Empire has approached Gag Harmond in an effort to find a diplomatic resolution, but the efforts were rejected. Furthermore, he tried to raise public sentiment against the Empire in an effort to cover up his theft.
5. By trying to involve third parties, Sir Harmond is trying to sacrifice the lives of innocents in case of armed conflict. The Dark Empire is committed to keep the conflict strictly between the two relevant parties to avoid unnecessary bloodshed.
§ 2
In the face of such aggression, the Inner Council has decreed:
1. The Dark Empire is now in a state of war with the Royal House of Purrty. Any of its members is to be taken into custody dead or alive.
2. The guildhouse of the Royal House of Purrty is considered forfeited to the Empire. Anyone entering or leaving without Imperial permission commits an act of war.
3. The Imperial Scholar shall publish the true history of the House of Printh, exposing the truth behind their lies.
4. If the Royal House of Purrty seeks the involvement of other guilds, the Inner Council has agreed to call together the Dark Alliance. And lives lost shall be attributed to Sir Harmond and his treachery.
