Coalescing several ideas from other threads on the board.
Every time you do something \'bad\' (Killing a city guard, killing a townsperson, possibly certain mission,s getting caught stealing even if you escape, etc), you get a certain \'Criminal Score\'. If the score is low, Guards will attempt to \'Arrest\' you - fleeing adds a few points, attacking adds a bunch, and surrendering results in a fine or jail time or community service (Ie, complete-this-quest-and-you-can\'t-enter-the-city-until-you-do). If your Criminal rating is higher, they attack you - higher still, and Guard patrols will actively seek you out in cities. A third way to increase this would be trading illegal items (if implemented; see one of the other threads for the discussion on that).
Naturally, people with high ratings might find it hard shopping finding legal rooms and shopping in legal stores - after all, who wants to be associated with a known murderer? Similarly, certain groups (like a Thieve\'s Guild) might not trust someone with a sterling reputation. A street thug might be more willing to talk to another tough (through respect, professional courtesy, or fear) than someone whose already completed a quest clean the streets of scum.

I liked the way \'criminals\' were dealt with in Morrowind. Though a criminal rating, in my opinion should be private measure of criminal success (you are recognized on noteritity, not score... if you were seen and failed to clean up all witnessess etc ).
It\'d be a treat to see player outlaws who roam the outskirts of civilisation and those that hunt them as well as thieve guilds skulking in the sewers (eww stinky).
I\'d prefer a system where an guards are more individual with how they deal with problems (some are crooked?). Perhaps some may not bother report you and forget your identity after a while.
The main thing I\'d hate is the \'instant everyone knows your criminal\'. I\'d prefer a report is needed from a guard, or someone to see you and tell others.
I would like time for a guards report to be processed as well so you are known by all the guards but given time to escape (eg. only guards in immediate vicinity know your face as you flee through the city gates, one of them returns to barracks and makes a report... a game day later or so.... all the guards are on look out (posters up on city corner idea... they\'ll most likely recognise you until things cool off (depends on crime)).
Other possibilities extending the morrowind idea maybe a player can have a permanent city record for crime, dependingly it may make you seen as untrustworthy or even feared (items cost more you are refused services etc, you can\'t buy land... bouncers refuse you enterance to a pub? who knows :) ) . Maybbe it would be time to find and pay off a crooked court judge and the record disappears.... magic ;).
Built into this a justice system would be interesting... fines, labour, prison... or... public execution :))
Who knows, a simple system would be best I guess but the imagination does dream up endless possibility for the life of crime in Planeshift.
