Title: Cannot find file

ok when i got to launch PS it a window like MS-DOS appears then an error window pops up saying \"This application has failed to start because MSVCR70.dll was not found. Re-installing this application may solve the problem\"

iv reinstalled twice and it still doesnt work, any ideas o.o
