Title: Hydlaa Law Enforcement
Post by: Monketh on May 12, 2005, 03:12:29 am
NOTICE: This guild has been disbanded.

Disctrict of Hydlaa, Agency of Law Enforcement
http://s11.invisionfree.com/hle/index.php

Who are you?
Created under Executive Order 128 of the late Vigimesi of Hydlaa, The Hydlaa Agency of Law Enforcement encompasses all aspects of law and regulation.  Utilisation of the HALE is at the discretion of the Octarch or Vigimesi reigning over Hyldaa.  The HALE is currently underfunded, and thus unable to employ sufficient numbers of Officers to counteract recent crime-sprees.

What do you do?
+Arrest and try before jury the accused of Hydlaa
+Investigate crimes
+Regulate health and safety measures within jurisdiction
+Keep records of past criminal activities

How are you organized?
There are three departments;
The Security Department arrests, enforces and investigates.
The Justice department trys accused individuals.
The Health & Regulatory Department enforces, and proposes revisions of, health and safety regulations.

Who are you looking for?
Currently, we need officers, judges, inspectors, and bureaucrats.  We are looking primarily for honest persons willing to enforce existing regulation and suggest new regulation.  You don\'t have to be an officer to join up.

What can you offer me?
A badge, maybe a weapon.  That\'s about it after budget cuts.
Departmental Leadership positions are available at this time.

What governs you currently?
The District of Hydlaa Code of Law Enforcement Conduct
I.General
1.No Officer may at any time attack or otherwise physically harm a suspect without first attempting to arrest the suspect peacefully.
---A.Attempt to arrest as warrant allows.
---B.Some Warrants may authorize pre-emptive use of force.
2.No Officer may at any time harm a fellow Officer.
---A.If an Officer is suspect, he shall be arrested in the same manner as any ordinary suspect.
3.No Officer shall confiscate materials unrelated to a crime.
4.No Officer shall keep in his posession or transfer to others confiscated materials.
---A.Review District of Hydlaa Code of Evidence I, II, & III, as a guide in any questionable situation.
5.No Officer may harrass a citizen.
6.While On Duty, an officer is obligated to provide protection to any citizen under threat by a sentient creature within their vicinity.

Other elements of the District of Hydlaa Revised Code 1.01b may be viewed at our facility here: http://s11.invisionfree.com/HLE/index.php?showforum=7

Miscellaeneous Question?
+Trials will be held onthe forums, an in-game trial would be too complicated to organise.

News:
+May 19--I am happy to welcome Asouvas  to the team.  :)

Active Roster
Monketh Saiviono - Acting Chief of Operations
Tsalim - Officer
Asouvas Asuvassa - Officer

Good idea. Have you talked to in-game moderators about some way of actually enforcing imprisonments?
Title:
Post by: Monketh on May 12, 2005, 03:48:25 am
No, and I don\'t particularly want that either as enforcement for rp crimes is by its\' nature is imperfect.  Nor do I think the GM\'s would allow it.

So how do you plan on accomplishing things in-game with the guild? (or is this purely out-of-game/RP, which is ok too. ;) ).
Title:
Post by: Monketh on May 12, 2005, 04:06:54 am
Purely RP, actual things like hacking are the GM\'s job.  I do, however, plan on hunting murderous persons who plague the plaza and others who kill spontaeneously.

Edit: Phinehas: Yes, I\'m quite the magical dissappearing uber-bureaucrat, aren\'t I?  :P

Quite frankly, I doubt your ability to stay active. Otherwise, you did everything right, of course.

Its a good idea, I think it might put the GM\'s out of bussiness ;)

And dun listen to em, you do too have the ability to stay active! :P

Already been tried. The PVP thing gets in the way so law \"enforcement\" cant really be done.

I say kudos to what you are doing and good luck. (sppff like ill be listening to an officer pushing me around

*kicks his shield and leaves with a lightning boomstick in hand*

Well, I think I may be the first one arrested.  We can view this like to Octarch and just agree to succumb to the HALE. I intend to.  Like I said to RobinMagus, conflict drives stories and it\'s no fun playing an outcast if you are never, well, cast out.

I for one am delighted by this!  Mulla, of course, not so much.

Sounds like a great organization, and I wish it the best in luck with its prescribed duty.  But I feel the need to warn against corruption and lax in enforcement of inner department punishment; though I believe that Monketh will keep that under control :)

Hmm, does this mean that if a citizen is being directed harm or in potential harm from a non-sentient being (flood, fire, mudslide, etc.) that they will not recieve help by HALE?

Peers into the conversation, looks over the plans and stands silent a minute before... Ahahahahahahahaha in your dreams this wouldn\'t even work but \"Good luck\" still because that is what a respectable person would say...yet I wonder why I just said that ;)

That line is intended to prevent having to defend people train, ie the enforcement officer being legally obliged to keep a tefusang from getting close to anyone in the arena.  There is no department for natural disaster reflief, either.  Sentient creatures are obviously constituted by the player races.
Naturally, any grave threat to general public security, such as a consumer loose in Hydlaa, would need to be dealt with.

Officers are neither legally obliged to protect from natural disaster and beasts, nor are they legaly bound not to do so.
Possible emergency legislation would pertain to any (currently not possible) natural disaster.

The best of luck, my alignment might not agree with it, but still. And maybe you should try makin this something official. It has the potential, and you are a credible guy here...maybe make it so you can do things more like the GM way. With a prison with my name on it and all :D

*walks into HALE\'s office and asks directions to Chief Monketh\'s office*

Ah down the hall to the right? Ok thank you.

*knocks on the door and walks into his office*

Hey there Chief .. I understand you \'re probably very busy but I \'ll only take up 5 minutes of your time.
I wanted to discuss a business proposal with you. Your initiative here is a very noble and also essential one I believe, however I don\'t think you will be able to muster the manpower to make Yliakum safe so I would like to propose the creation of a bounty system.

If your organization could acquire some funding you could offer rewards for the heads of certain criminals and stimulate capable people to hunt down those criminals for you.

I believe it would be a mutually beneficial matter. You will have more time to patrol and help the defenceless while others hunt down outlaws. It will deter criminals from showing their face in public because with a bounty on their heads they never know who might be brave enough to claim it. That way they not only have to hide from HALE officers but also all major towns or gatherings of people.

I \'ll let you think about it

*smiles and leaves the room*

I have rearranged my guild so that it may fit your needs and so i hope you look at my thread and think of an alliance.

Have you thought of a place where people can relieve another person so that other person can act like a normal planeshift charecter and and increase in skill like everyone else or may i give you a few options?

I may still be able to help you out but i wont have a guild at your beconing call.

I shall consider both suggestions and return with a verdict at some later time.

Edit: I shall return late-morning Sunday.  *sighs*

Sounds to me like cutting edge.

But bear me no mind, this guild has been dead to long, for suing you of stealing it\'s ideas.

law enforcement, as long as you don\'t hunt me out of the side street I sleep in all\'s okay.

Sounds good to me, though I will stab you to death before you send me to jail. And how do we know if we broke a law? O.o are there laws??
Title: A note is pinned to the wall...
Post by: Uloim on June 02, 2005, 02:24:10 am
(OOC: First of all, I know this is not the right place to put such a post.  I tried to access your forums but my internet wouldn\'t let me for some reason.  This is ALL in character, its a note to the guards from Uloim.)

A note is pinned against the wall, for all the guards to see.  The note seems to be written with poor grammer, for the writer has just recently learned how to write in the common tongue.  The note reads:

To the Hydlaa Law Enforcement:

There is an Enki named Rakna Synthine, an\' he be a horrid person!

Th\'man, being a bartender, created a drink fer me t\'drink.  He put many things in me drink, and I remembered someone warnin\' me about Rakna poisonin\' her drinks.  (This someone will stay un-named, as she wants t\'be.)

After lookin\' over th\'drink carefully, I believed it t\'be poisoned.  I accused Rakna of tryin\' t\'murder meself, and the insults began.

Th\'Enki insulted me and all dwarves, callin\' me confused from bein\' constantly drunk.  He called all dwarves dumb drunks, and after an arguement, he insisted I leave.  I then told him he didn\'t deserve th\'title of bein\' a bartender fer bein\' so stereotypical and racist, and he yelled at me, sayin\' I dishonored him.  ME dishonor HIM?  I know fer a fact that he\'s poisoned two people already, who are now healin\' from the horrid stuff.  This man is a racist, an attempted murderer, and a fool!  Now th\'man hunts me down fer \'dishonoring\' him.  What he deserves is justice, an\' nothin\' else!

...
Oakenshade

The bottom of the paper is ripped.

I believe this Rakna Synthine is also in the Deus ex Trucido.
I  have a picture of him, but I don\'t know how to post it.
The character who got this picture shall not be named...

I personally do not like the term \"law enforcement.\"  Too much like real life :P
Besides I thought I was doing my duty by harvesting the thugs, rogues and bandits.  Are they not the bad guys in PS?
Why bring a bureaucracy into the game?  I thought this was role-play to get away from the stress and strains of the real world.
Does not sound like fun to me.
Title:
Post by: lethe on June 05, 2005, 09:47:54 pm
i think a sort of a paladin codex would better than bureaucracy
Title:
Post by: Uloim on June 06, 2005, 05:33:31 am
It\'s hard not to be stressed and strained if someone is constantly attacking and/or robbing you... :-/

EDIT:  I was saying that we need authorities for RP reasons if we are going to have criminals for RP reasons.  Sorry if anyone mis-understood or anything.  BUT, now that we have a new Octarch, I\'m sure some form of... police will appear, for roleplay sake that is.
Title:
Post by: Sangwa on June 06, 2005, 10:28:02 pm
The only way law can be enforced is with whips and constant watching of the weak and disorganized.
Those who wish for real \"law enforcement\" should fight under the Dark Empire\'s banner and help us enforce the it.

I have been busy and suffering from allergies lately (getting home and crashing for no reason is not fun at all...), that should clear up about saturday (the business, that is.)  And when I\'m not so busy, I can fix my computer, etc.  Ugh...

I happen to like RP\'ing a bureaucrat.  Someone has to, bureaucracy is inescapable.  Realism man, realism! :P
