Title: Starlight, star bright, first star I see t.....

I see stars next to some topics, like ratings.  You know, five stars, four stars, three, two, one, or none.  I\'ve done a little search and was unable to find anything on this.  Are normal players allowed to rate topics on the forums, or only admins?  Sorry for wasting your time if this has been posted before... :(

At the lower left corner of the screen is a rate thread thing :D
