A MMRPG with no character stat developement?  The developement would then have to be entirely based on social standing, politics, practical knowledge and experience, and perhaps equipment and items?

I have not, but you could try a PM to Monketh.  I think he has, here is a quote from him.

In order to read your note about the thread moved to the plaza we would have to look in the Hydlaa plaza to find the thread and your post about the thread being moved to the Plaza.
