Are you devs going to tell us what has been implemented and changed in this update? I am just wondering because that would be really nice :)

It\'s purely a server update, most of it dealing with rules (inventory, mental stamina, etc.) Some of it can be gleaned from the CVS (http://cvs.sourceforge.net/viewcvs.py/*checkout*/planeshift/planeshift/docs/history.txt) :)

If it\'s noticable or important in any way, it\'s sure to be on the main news page. By then you should probally hear people buzzing about it anyhow, so if it happens you\'ll hear about it.

These are mostly server changes that should make it more stable (read: many new bugs added ;) ). One of the changes should make NPCs better in English language (at least theoretically).
Better wait for the client update. There are several new features, some good and others not that good. Like NPC labels that change color when the NPC is dead, or fixes to the sound system (combat music that was playing forever), or less lag, or labels that you see only when less than 10 meters away.

do we need to run the updated cos i did and it says all files are up to date

Note that I said this was purely a server update ;) There are no client updates for you to download.

merchants have now a \"raw materials\" tab.
