I don't know if it's me or if I'm doing something wrong: I cannot complete any quest where I need to give something to an NRP guy.
Say I need to give a love letter to somebody or an Ancient Sword or a particular Dagger to someone else (I don't want to spoil too much here....), and they always answer "Xxxxx does not need that"
Can you check if there's something broken or just tell me there's a different way to do this, so I know I just have to ask in-game....

Make sure you don't have multiple quests which involve the same npc, that always screws things up.

That's what somebody told me, but that's a real BUG to me :'( because I should know in advance if a new quest will intefere with an open one.... :@#\
And now: how can I discover wich one to kill? and then should I restart from the beginning the discarded quest? should I also get rid of the artifacts I got for/during the quest? X-/

no no, you can just get rid of the one that interferes, or the one that is "farther" away, but then when you start it back up and that npc is asking for a weapon or such, you dont have to go through all that trouble again to get another weapon, just give him the one you already have. Same goes with any quest items.

Interfering quests are one possible reason.
Another may be: When "monster" NPCs are "impervious" and won't fight, then "merchant" NPCs can't talk and exchange with you either. These times are fortunately very rare now, but still possible.
