A little ambiguous :> What happens?

To train most skills there is an amount of theoretical knowlege (which you get by spending pp) and an amount of practical application (which you get by exercising that skill)
So what may have happened is that you already bought all your theoretical knowlege and not need to go out and practice it. Just get a pick, find a mine and start mining away. each time you dig you will get some experience and if you get some ore you will get some practice in mining. Keep diggin up ore until you gain the level.

What happens when you try to train with Harnquist? That's the knowledge I need.

You already said that :} What does "won't take" mean? You get no messages at all, and nothing happens? What color is the bar?

If the bar is all green, then you have finished the theoretical part of the training. Now you need to go and practice your skill and mining would be a perfect way of practicing ;)
It is confusing that you need to have at least level 1 in mining in order to dig for something, but all you need is the theoretical training finished for the level 1.

Then perhaps you aren't at the right location? Equip a pick in your right hand, and type /dig for [mineral]. Get someone to lead you to a specific mine, or if you are absolutely sure of your spot already, try moving a few inches/feet sideways.

Maybe he should go and mine for iron? When I was getting my first level, I was too low to get gold at first. So I asked around where Iron was, and *Ta-da* I could mine. :D So my advice would be to ask where to find iron and start with that, you'll get your level one in no time.
