Title: Steel with different quality

Hello,
when I craft steel, ist has a different kind of quality, so I cannot combine it. Is it a bug, or should it be?

To  Tempery solve the problem heat steel in forge then repair it, Then you can stack them.

I am working on this issue now to give the option to combine stacks of different quality.
