Title: quest order issues

I started a new character for the hell of it, and I went to get a quest from harnquist in order to get some money. The quest he gave me was to learn swordmaking, which required me to have two steel stock or something.  I had never even done the metallurgy quest to where I could possibly get those bars. Im sure this is a bug.

Isn't the order, or rather which quest you get from an NPC random at the moment?

 Totally random the order in witch you get them.

It is always an option to buy steel stock from someone else, if you can find a willing seller.

Well, is it possible to get more than one quest from the same npc, harnquist for example, at the same time? I would like to build myself up to the point where I can get my own materials.


Telling me I can buy steel stock from another player doesnt help me much.

Why not buy the bars from another player?

Why not just delete the quest from you quest log and try again until you get one you like?
