Yesterday, it rained a bit, and when it stopped the world looked like this, for me.

It fixed itself when I crossed the map line onto the path toward the gold mine.

Kelod and Peacer, do you have the same videocards?
I've tested weather a lot and I have never seen this issue, so maybe it's hardware related.
But PS also recently switched to the latest version of the CS engine, so maybe it's caused by that.

I've been in the rain a few times and this was the first time I've seen the white wash effect. I was thinking that maybe Laanx tried out snow? Anyhow, I have a GeForce4 MX 440SE 128MB

GeForce 4 MX's have many issues in Planeshift.

I have the same problem with videocard Nvidia A7600 GS.

Bah.
Then fiddle around with the settings in pssetup, like turning VBO on or off.
Also make sure your videocard is 100% updated; http://www.nvidia.com/content/drivers/drivers.asp
