Thing is I just joined a couple of days ago and at the moment monsters are unavailable so I can't kill them and sell their rotting corpses to some poor NPC who probably hates his job, I mean who wants to hand out their hard eared gold to every-one who comes along with a rats eye or something, but I deviate, because I can't sell their rotting corpses to some poor NPC I can't make any money to buy tools, so I can't do anything apart from kill rats with my bare hands [INSERT SADISTICLY GRINNING SMILEY HERE], which is currently impossible as they are immortal, so all I can do is run around jumping off high walls and exploring the death realm, its really pointless. Please put monsters back in quickly or add a random spawn point for a random tool (or tell me I'm being a noob and that there's already a random tool spawn in [INSERT UNHELPFUL NAME HERE] and that this is a really stupid complaint.)

Hmm, maybe you could... I dunno... Roleplay? And not "roleplaying" as in "killing monsters and leveling up Final Fantasy style", we mean playing the role of your character, to give live and interest to the world.
That's kind of the point of this game. If you just wanna press buttons and see a big colourful bad guy fall down and drop phat lewtz with high numbers in their description, you might be a bit frustrated by Planeshift :P
Also, the NPCs will be back shortly, so keep your pants on. Or whatever you wear down there...

Try doing quests that don't require mob killing or money in the meantime. And hey, a rat's eye can probably be used as an ingredient in a potion... or a soup. ;D

All the quests require mob killing or money; because you need a rock pick to do even the first quest, which doesn't come free.
Anyways it is very difficult to roleplay when the only thing I can talk about with other players is the pretty apple I just found, or the fact that I can die but rats are immortal, and if rats have learned the secret of immortality how come they don't overrun the planet, and how come rats, which most people will agree are not the most intelligent of animals on this planet, except those who believe, as I know some do, that Douglas Adams is a prophet and that even relatives of mice are of much higher intelligence than us, have worked out the secret to immortality and we're stuck dying. By this point of course the person I was attempting to have a theological debate with has either jumped off a very tall building or walked off.
I did hold a relatively amusing conversation with an NPC though, we were discussing how he must be a foreigner as he could only understand the most basic of phrases, actually it was more of a monologue but meh.

If you have a story for your character, it may not be too hard to find things to talk about ;)

No, there are some quests that do not require any money or mob killing. Of course, it may be difficult for you to find a suitable one. Keep trying until you find such a quest. You can always roll a new character to start with that exact quest, so it doesn't interfere with the rest.
There is also no particular order for many quests, so there isn't really a "first" quest.

Ok now I can kill stuff, (YAY), but where can I find an NPC stupid enough to buy the hides.
I found one for the eyes but they just wern't foolish enough to buy hides, bummer. Anyway selling body bits is as you can imagine not the most profitable buisness 4 trias for an eye, I still can't afford a rock pick, grr.
