This is a Dutch television show featuring a man named Hilbrand Nawijn. It's a kind of Idols for celebrities. The poor guy doesn't even realize he makes a total fool of himself. But the worst thing is that this man once was a minister in the Dutch government. Embarrassment for a whole country.

I think it more a cultural thing that made it funny because the whole time i was watching the video like =|

I didn't see the show but yeah, he made a fool out of himself ;D
But at least he beats that pizza dance big time ;)
