I'd rather not screw up my character by accepting yet another broken quest. I've been told that we cannot see the list of broken quests because it would be a spoiler, but I've also been told that such bugs are in the open for all to see in the bug tracker.
How does one search the bug tracker to see which quests are known to be broken?

Advanced query works really well.
-
Try "query bugs", -> "Go to the advanced query page"
Change Project to Client and Component to Questing system, then click on query (i don't know the english name of the button, in german its "Anfrage abschicken")
Or just fill in some keywords in summary and search.

Thanks.
Edit: Like I expected, the bugtracker is not practical for finding out which quests to avoid.

searching on the npc name works pretty well

That requires you to guess at which bugs are broken.

No, that requires you to look before you accept the offered quest. It is not foolproof as you may find one which hasn't been reported. Also you might search some of the relevant terms from the job offer as not all reports are as thorough as might be desired. For the same reason I would not limit my search to the quest subsystem either.

In the end, a list of broken quests would be better for the community.
