Daggers aren't sold by your normal merchants, but you may be able to scavenge them off of some of the more shady faces in the world.

where can i find better daggers and shortswords then normal ones

I recently found out that Rogues drop daggers occasionally, but if you're new to this you might not want to fight any of those any time soon. X-/
