Title: Unable to petition

I tried to create a new petition but it tells me "You are not a GM".  I'm sure I'm not the only one who is facing this issue, but I didn't see a thread with this topic.

I am not sure if adding new petitions is bugged as well. The bug may just be in listing the petitions. No way for me to quickly test though :) (UNless a GM can say that my test petition did arrive).

you cant add petitions as player [and no there are no petitions from you that i can see]
