I'm curious, I've been reading the intros and faq's and such. What is the soloability of this game at lower levels like? Are the people friendly? (I know this is highly subjective) What can I expect from actual gameplay?
Just a few things I was wondering about.

What is the soloability of this game at lower levels like?
It depends. If all you want to do is stand around and chat, the soloability is fair. That aspect of the game is social by nature and it's hard to "break in" because everyone is the most concerned with themselves and their own characters. Guilds are typically elitist and exclusive by nature, with exceptions. All things come with patience though.
Are the people friendly?
Yes and no. People are generally friendly if you're friendly to them. However, there is a big dueling culture in the game and there are people who will kill other players at the drop of the hat because they enjoy player killing. Those players then go to justify their actions as "a matter of honor" or something equally useless. There's also an attitude that you own a mob if you intend to kill it. So if you kill a mob at the other side of the map, it's considered kill stealing if the other guy "intended" to kill it. The other guy will then make three petitions about you using multiple characters, then he'll get all his guildmates and buddies to harass you and drag your name through the dirt in game, on the forums, and on IRC. So don't kill things when other people are around and you'll be fine.
IRC is a big flame fest most of the time and it's been poorly moderated in the past. The forums are well moderated and the flame baiting and personal insults are almost exclusively acts of personal grudges.
What can I expect from actual gameplay?
It's not safe to have any expectations at all. One might expect a game with a decent interface and visual component with above average music and a mixed RP community.

Thank you very much for the fair evaluation of my questions. I must say, I am not a big fan of pvp games, as the E-Peen complex can become so great as to devour games. lol
Is this game strongly pvp inclined? If so, I may be in the wrong place. I enjoy games with a strong sense of teamwork and a stable community.

Brootus: Take your time to read in our "Guilds" forum about the existing guilds, about their goals and habits. You will find a large range of preferences: Combat, economy, newbie support, roleplaying... I am sure you will find a few you would like to visit when you can play again.

Beware of guilds that have "To be the best!" as their goal.

I dislike PvP..... But what brought me here was the notion that one can avoid it pretty well, or even totally, by not joining a guild.
From the FAQ:
All PvP activity requires the approval in some fashion of both parties (setting which can be changed from the Options menu), whether it is stepping into an arena, agreeing to a duel, or participating in a guild war. If the other player doesn't agree and the first player attacks, guards and gods will stop that fight in such a way that attackers will be scared even to think of attacking someone else.
But some guilds avoid guild wars.... shop around. I'm making my way as a miner-metalurgist, and forming another character as a blacksmith (or hoping to).

there's a few guilds not even in that part of the forum... for various reasons :whistling:

This game can be very PvP oriented or not PvP oriented at all ... it just depends on the crowd you hang out with. Like it's been said already: nobody can attack you without your explicit permission.
As for the Kill stealing, it's true that people can be nitpicky about this but Zanzi exaggerated a little bit because of some personal experiences with the issue :P By the way the system is created so that kill stealing is rather impossible. The first character who damages a creature gets to 'farm' it. The worst that can happen is that a character with less lag and/or faster weapons than you tries to take every creature you want to attack down ... and they'll usually give up after you ignore them for a while or just move on elsewhere.
About soloing this game, it's possible as long as you have a bit of know-how, patience and train enough you can eventually solo practically every NPC currently in the game. However the emphasis of this game lies in it's community. If it weren't for the interaction with other people I wouldn't have kept playing PS for very long.

half true, some guilds prefer to be secretive and some just don't post here but they can still be "engaged" as you say and have both websites and forums.

There are long-standing secret organizations that have threads on the forum. Then again, the threads are largely inactive..

Guild leaders can set their guild tags to invisible. Also, many organizations - both secret and nonsecret - are made up of individuals in many guilds. The Sworn Council of Yliakum is such an organization.
A more sketchy version of this is single players who control multiple characters. Some people dislike this because they want to control who they RP with, but I find that to be OOC. Other people see "alts" as OOC, and I think there's merit to that argument. My way of looking at it is that if you do it well, and if you give clues that your alt is living a double life, and if you keep the alt 100% IC at all the times and do NOTHING to pretend to be a real person as opposed to simply the character, then it's more tolerable.

Many thanks that you remember us ... but without Ogu, and a few lazy members, we couldn't stay active until today.
I think the Community of Vaalnor, the Organisation, or the Dark Empire are better examples of multi-guild organisations.

The Community of Vaalnor was only a single guild for a really long time. It split up once it basically died.
The Dark Empire is still only a single guild with four different departments.
I think a better example is DET. Many members in many different guilds, but the two associations are kept seperate from one another.
