Title: Greetings and a Question ! ?

Hello, I just started playing a few days a go and have a quick question, thus far I have been unable to determine how skills work.

I see a blue bar, a yellow bar and a green bar (when I train a skill from a vendor). What do these all mean and what do I need to do to skill up in something.
