What are the options for PvP happy players in PS?

Not many, I'm afraid. PvP is done by mutual consent and 'against the law' inside cities. Only if both sides agree you can duel.

If you've come to PS seeking a fun and exciting PVP system, leave, come back in 3 years or 4... And even then, don't hold your breath. Planeshift is more built towards roleplaying, and working, not so much fighting.

PVP in planeshift is very under developed, and requires no player skill, just stats. And its not entertaining to watch two people battle. I'm just being frank though, the game is not about PVP, playing Planeshift for the PVP is like buying a car because it comes with free peanuts...
Why do you think so many people RP fight? Its because the PVP system is dreadful.

Personally part of me always feels that pvp really has no place in an rp game because no matter what there is no system that would be able to fully take advantage of the imagination one can have in an rp battle. No matter what pvp systems will always be limited simply because this is a game and cannot ever come close to real life....Of course this isn't the place for this post I guess :P
