Avatars only team-members can use, you are free though to use a signature-banner of a given max size.
(Profile -> Forum Profile Information)

Ah. Can you tell me how to post a picture signature? All it does is post a question mark when I drag and drop a picture.

You need to have your image hosted (www.imageshack.us (http://www.imageshack.us) for instance), then copy the link, click the button "Profile", "Forum Profile Information" on your left side, up there, scroll down to the Signature-field, paste the link and add (http://before, and) behind the link.
