Since the most undisturbing practise to keep our RP going on without trouble seems to be using the /ignore command on the players we consider to be spoiling our fun (the GM's will help us with players that abuse the system), I believe the GM Team should have access to a Ignore Meter, that would reveal the players that are ignored by the most people.
This would allow for GM's to spot some "rotten apples" and see if they're really being annoying... And in case they are, warn them against it and ask for a better conduct.

since /ignore is handled client side, i dont see this being possible.

Also, if one is TRULY annoying, someone would make a petition and a GM if one is on and has time would take a look at it. And we have the /report button as well ;)
I think those are more accurate ways of determining 'apples'. Because not everyone ignore because one violates the rules, it can be something personal.
And ofcourse, if i would dislike someone, I could get a large guild heated up and tell them to all ignore 'mrs x' ;) That's something we don't want me thinks

shouldn't be too hard to make the client send a message to the server whenever /ignore is used. Sure this could be abused, but all this does is tell us to keep an eye on someone. A lot of players will /ignore before they'll /petition, likely because it's less work, so I like this idea. Again it only gives us an idea of who to watch. Currently, petitions against players do the same thing as we can't act on behavior we don't witness for ourselves. /reports are another matter of course, but there are usually so many of them that it is easy to overlook the important ones.

Like all good ides open to abuse, tick of a guild leader and he/she could, not saying he/she would but tells hole guild to put on ignore, or some one is ticked at so in so, so tells mates to put on ignore.

I concur with Rennaj; however with something like this trends should be easily spotted.

Well worst case scenario is we keep an eye on someone who's not doing anything wrong. I don't see this as being a problem. Like I said, we are not going to act unless we witness some mis-deeds on our own.

I think if you are going to do this you really ought to make it a two reading meter and show those people who are ignoring the most. After all if you go around making a nuisance of yourself you are likely to ignore your victims. Personally I have had little use for the ignore functionality having only ignored one person for a few hours. I do not spend a great deal of time in crowded areas, though, nor do have long conversations in public. I can certainly see using ignore to have a quiet conversation in the tavern but I do not think it would be the most appropriate use.

Tie ignore to /report. If a person gets a heap of /ignores in a hurry, it could automatically file a /report.
The /ignore meter is a good idea to see long-term problem makers on both sides, though. It would be best to keep track of both the people getting ignored a lot, and those ignoring a lot.
Honestly, though, the use of /report is best if you see a problem player.

/reports are rarely deleted so we do have access to trend data both on reporters and reportees, the primary advantage to us is we can at least read and see (occasionally guess :p ) the reason for the /report although I personally would like a "Reason for reporting" appended to each record.

I think that the ignore list is a very personal and privat thing. I wouldn't want somebody else to "mess around" with my personal and privat settings. The correct form to report annoying players would be to write a petition or a PM to a GM.

I oppose all secret surveillance of people by heart :P
Imho gms are there to help players in first place. Knowing some might be stalking me secretly wouldn't make them to my favorite friends...
So, doing it without telling the players who get watched is really a no-go for me.
And: Shouldn't players get a chance to at least defend? ::|
Same time I wonder if constantly annoying people is that much of a problem. I thought that they get known by gms anyway after some time because there shouldn't be so plenty?

I think that the ignore idea is not a bad one but using it the way its suggested probably wouldn't do much help.Instead i agree that a "Reason for reporting" should be added to reports though.That would at least help GM's.Also maybe a priority meter.Say if someone is abusing a bug to make money and or items i flag him under that report sub type.If he is being obnoxious i flag him under that one.And the GM's could immediately have a better time picking out their work.
Still its just my opinion.

You only ignore someone when that person is being a drag. So doesn't it make sense that a person ignored by many other people has something wrong going on? Also, people in a guild, and I'm speaking for myself, have a mind of their own. If they see someone is not doing things right, they'll /ignore the person. If they have no reason to, they won't. Even if they do, Rayken has mentioned the worst scenario.
I think it could be yet another good indicator for GM's of misbehaviour and it could also point to people who are constantly RPing in an incoherent way, so GM's can give some advise (not ban, kick, mute or warn either. It's just that people don't take people seriously most times.)
I believe it'd make the GM's work even better.
Example:
Imagine player B gets a report filed against him. The GM's check it and they can't make much of it. So they go to the ignore meter and voila! The person has 27 ignores. So the GM's ponder a bit and decide to check out what that person's going on about.

Why making a secret out of it?
Even if there is a hint about how many ignores/reports a person has (Sangwa's post showed actually a useful side to me) why couldn't we, in this case gms, go to him when he is reported again and say plainly that there are a bit much complaints about him.
He maybe has good reasons for the reports and ignores and can then give his opinion.
Small example: Someone gets lots of ignores (maybe even reports) during a dispute with a bigger guild. Then, a few days later and while he get watched secretly by gms he really does something wrong in his bad mood. Now it looks like he is the always bad guy... I think there is no way around just speaking with the people and see the different points of view. (In this case he could have easily explained that the lots of ignores are due to the guild-matter)

I like the idea of a visual statistic showing how many people are ignored/ignoring. But as far as an automatic /report when someone gets too many ignores, i vote nay. Such a system is easily taken advantage of. I see it all the time on other games. When someone gets mad at someone, they get their clan/guild/friends to file a complaint/report that person just so they will get banned or kicked. There usually isn't a valid reason for the initial report, so it wastes GM's time as well as the accused player's.

We are doing this already. It's more for the purpose of knowing what is going on IG RP-wise then for anything else, but if we see that moderation needs doing, we won't hesitate. As it is, when players are reported or petitioned we watch them. We are under no obligation to tell them. But if they do nothing wrong while we are watching, we don't act. Thusly, you do get the chance to defend yourself. You just don't know that's what you are doing.

I'd think we should move /ignore to server-side and not only don't give the ignoring party no updates on chat-messages but also only an update on position once in 10 sec of the ignored character.
This would be an ideal measure to ignore noobs repeatedly running through one's own char while letting you know whether the ignored player is still around or not.
Having it on server side it'd also allow for ignoring per account, not only char and giving GMs insight who's ignoring whom (which is what Sangwa suggested).
It'd be interesting to have auto-generated "system petitions" notifying GMs about a player being ignored by more than 3 people, for instance.
