just guessing here but tatercakes would seem to be what you do with leftover mashed potatoes. They are not very good if you just reheat them but not too bad if you shape them into pancakes and fry them until they are brown on both sides. Mashed potatoes are a filler food and an internet meme is is ultimately filler content. The page is leftover filler content.

Of course for the real answer you would have to ask the website creator.

tatercakes is most likely the user that created the page.  hence the /user/XXXXXX naming convention.

now then, less with the website set up critiquing and more with the reminiscing on good memes gone by.
