Is there a way to see when a player was last in game?

More or less ... yes.

If you are in the same guild with a character, the Guild member list shows that.

Game Masters might have a way to request this information for any player, possibly...

Game Masters, nor any other member of PS staff, will NOT give out private information about one player to another under any circumstances

You could always make a post on one or more of the 'town' message boards asking for reports of sightings. Of course some people might be playing alternative unknown characters instead of the one you are looking for.
