I just got out of the tutorial, and I exit the big city and there is a path in the rock. I go through and there is a sign post that says "portal" I enter and it crashes. Also, can you build a house?

You have to right click at the bottom of the "portal" sign post, and choose the "enter" option. No, you cannot build houses (atm).

Let's just say it wouldn't be a good idea to hold your breath. I'm not even sure building your own house is in "the plan," although I think purchasing one may be.

Please open the pssetup application and try turning off Vertex Buffer Object.

I doubt it, go to this site http://www.systemrequirementslab.com/referrer/srtest and pick any random game from the drop down menu (Half Life 2 is a good choice because it's requirements are just a few steps higher then PS). Then write down what your system specs or screenshot the results page and post em here.

Please post your Operating System (and version/Service Packs) Graphics Card details, and any other relevant system stats.

the only problem i see from those stats is that your operating system is a revision out of date. XP SP3 runs much better than XP sp 2 does.

Just a shot in the dark (normally doesn't affect this OS) but please try moving the Texture Downsample slider.

I've only ever used one ati card, it was an x800, and it failed miserably at everything. Random unexplained crashes, stuff like that. I <3 nvidia. GeForce FTW

my dad uses a kind of "firewall" here, is there any kind of ports or something that should be unblocked?
