I saw a building in Hydlaa saying under construction. It is at the bottom of the stairs to the Tavern, but I am not sure what it is, or if it is the only one. There are piles of mateirials in front of it.

I have to say the construction site looks cool and adds some character to Hydlaa's main street, in a similar manner to roadside works and the like in GTAIV.
Nice piece of work.
And it uses objects I'd never seen before.
