Do I make a character with a single name? No last, no first, just a name. Like Elvi or Jaycc.

You can't anymore. Those are older players who made characters before last names became a requirement.

I'm hoping it becomes possible again in the future... as of right now, it's not possible unless a GM changes your name.  But they'll only do that for events, and they'll typically only do it to themselves and not players.

Due to the limitaions on first names, in order to allow more characters I'm afraid  first name surname will remain

Maybe I'm missing something...

But considering that no one can share the same first name even if they have a different last name, how is that exactly allowing for more characters? Last name or no last name there still will be only one Elvi, Jaycc, (*coughs* Marqsaynt), etc.
