Title: seperate floors in Yliakum?

When reading the setting overview and some of the character traits, there is a strong suggestion of a swimming area on the 6th and 7th floors of the land planeshift takes place in. i love swimming features in games so i looked for about two days, trying to look for the stairs and pulleys but nothing could be found. am i looking in the wrong places? or is it not added yet? if it is added, where can i find it?
