Title: Stop making every mount require winch acsess!

Luckily I didn't get far into this quest so I didn't waste 4 hours going through all the trouble just to be told I need to go to the winch.
But Why!?  :@#\

because they aren't thrown out at any corner?
supplies are limited, so they're expensive and require explicit permission. nothing wrong with that.
anyway, 4h till the part your require winch access? you could get winch access AND do the quest in that time...

I can't get winch assess, I already did the quest and can't do it again :| Due to a bug, I can't get into winch.

A post was already made about the winch access bug.
Petition a GM to get help with this.

I know, still doesn't help much though having even more mounts I can't use >.<

since yesterday the bug with doors is fixed if you said foe to the guard then have a gm complete the quest Access Papers.
