It seems that quest chains are used to trigger a lot of quests now, but I would have thought the whole point of factions was to avoid the need to set up really complex chains of requirements. I´m curious about the reasoning behind using quest chains vs factions to trigger the available quests.

Before factions could be used to trigger quests, the devs would need to fix the repeatable quests that give faction points.

Repeatable quest can NOT give faction points. If they did, players would repat them over and over and over and over [thousands of years later] and over and over… to get thousands of faction points. No matter how do you write them, how hard they are, they'd do them to get more faction points and then brag to their friends "Look, I have over nine thousand points in <insert faction here>".

Some repeatable quests do give faction points currently. The behaviour you describe is possible and if people want to look so childish as all that then why not? Personally I think that it is quite appropriate that someone should be able to "redeem" themselves amongst some set of people by doing drudgery over and over. Of course every favor you do the guards should outrage your thievish former compatriots. Having high faction points amongst every set of people should only be possible if you, say, slay the Black Flame and exterminate all of its followers permanently from the game. Somehow I doubt that one such as you can accomplish this task.

On most trips to Oja one of the chores is to remember to pick up some oil for the library. It's just the right thing to do. :)

There is an xiosia quest, that is repeatable for the xiosia faction for example, i know this as im guilty of doing it several times XD
If quests were to be based on factions instead of a chain, sombody could do said quest over and over and over again, getting mabey 200 xiosia points, thus allowing them to skip any rinky dinky small/medium quests with little to no reward and go straight to the final badass quest for some glyph.
I doubt the devs would want that, that either making them not repeatable, or making the quests both chain 'and' faction based, would be the plausable choice

In a case like that it could be that faction points would be awarded under a certain level.

Would it not be possible to write into the code of the repeatable quests a counter for each time they are completed by an individual, so they can only be done x number of times before never showing up again? Or, each time they are done by an individual they give 80% (or some other percentage) of the value of the previous reward, i.e. 1st time it's completed- +10 guard, 1000 tria... 2nd time- +8 guard, 800 tria, 3rd time- +6 (6.4 rounded down) guard, 640 tria... etc. so they eventually aren't worth doing at all anymore?
