Interesting, but too many rules IMHO. Writer should of course have some consideration of what's better to avoid, but in general writer should write naturally, by inspiration, and not looking at some set of rigid rules. In the end - creative process should be creative, not overly formalized and robotic.
Like Andrzej Sapkowski (creator of the Witcher saga) said about his books, that he doesn't imagine his stories or characters. He said: 'I just write'. (He does plan the plot ahead though).

for any creative endeavor I undertake, I always set constraints and limits to work within. Sometimes i like to start broad and fill in the details... sometimes I like to begin with individual elements and build outwards. Either way, the work tends to unfold and reveal itself to me, rather than me forcing it. That's something that Tolkein was a master at, building an entire world out of the narrative, and he built it out of the smallest details.
Pixar too is great at creating very immersive environments, through the attention to detail in the visual medium (i have to smile knowing the rules which builds their visual worlds is a set of recursive functions), and also their use of narrative elements.
A few of these I don't find applicable to RP, at least not how we RP around here, but as far as applying these to storytelling in general, I would probably relabel this as 22 hints, not 22 rules.
I'd have to assume these are lessons the storytellers at Pixar have learned over their careers.
