Title: Mining stuck at rank 1?

Is my mining stuck at rank 1 until I do something, or does it just take a lot longer to reach rank 2?

Is it completely trained? It's possible it could be off by one PP

You have to work at training skills. You cannot just "buy" them. For example, you have to dig up ores to gain practice on how to mine, just like you have to fight with a sword  to practice with them, before you can train up another level.

You have to ensure that you bought the whole theory level in a skill (then the blue-gray bar of available PP at the top will disappear, leaving only a full-height green bar at the left of a red one).

Then you should get system messages in your chat window that you got practice in Mining each time you dug, especially when it was successful.
