Why don't you also offer the option to "rent" a guildhouse to a guild? That way they pay an initial fee, and if they reach a 10% or less of activity, or they don't -somehow- "renew" their rent, their stuff is taken out of the guildhouse and offered to another guild, without rendering the former guild not to be elligible for another guildhouse.
Example:
- Guild A pays 2 millions for a guildhouse
- Guild A has 10 members. After three months, a GM asked them if they are still using their guildhouse, or they run an event in it, motu proprio
- After another 3 months, only 1 member has logged in. The GM gives all the items in the guildhouse to that only member, or stores them somewhere else for them.
- The guildhouse is available for rent. Guild B pays 2 millions for a guildhouse.
- Guild A becomes active again and can apply for another guildhouse.
- Rinse and repeat.
