The few active players we have, the less active Game Masters appear to be available.
Yes, I know, becoming a trustworthy Game Master is not easy, they have to obey a lot of rules which are not as simple as they may appear. Still ... the leader alone is no sufficient staff. Help from developers had to be requested sometimes, already.
How can this situation be improved?

Is the GM team looking for people to join?
-- if so, maybe make this a bit more visible.
Is being a GM fun for players?
-- can something be done to make the experience more enjoyable for those who volunteer to gm.

The Dev team already does work with planning events, which we can't do much of as we have to spend most of our time making this game. The majority of the recent events are started by our team and then we ask the GMs to help out and normally a few do (sarko, daxa, sarva).
The problem is that with a small player base the GM team has only been getting smaller and smaller as well as less motivated from getting smaller, and it is basically only 2 or 3 people these days (I even spend time in game doing GM stuff in the evenings when I get home). There is normally maybe a single GM about at a time, if we are lucky maybe two but even then not long enough to start planning and running an event.
For the GMs this makes it very hard to put anything on more than the simplest of events without a very long build up to ensure that 2 or 3 of them can be about, but even these are not done very often due to a small inactive team.
Let me be clear, a few years ago the team was 2-3 times the size and it was much easier for them (us) to put an event(s) on, even if there were still not as many done as players might like to see. This just isn't as possible any more. If the GM team was made of 2-3 people who spent all day online then they could do events much more frequently, but of course this is just not realistic to expect from current GMs.
The small team also makes it hard for all other GM team stuff, (running events,) recruiting, interviewing, training current GMs to be more self sufficient, and other GM job busy work. This can also makes it harder to get people interested in the team (as they aren't really visible) and once people join as there are not many other GMs about pushing them to be super active and running events.

I would apply to the GM team but they don't seem to believe people can learn from their mistakes... What a pity.

I think it's because they know you haven't, Mishka.

You're not one to speak.

It seems you don't even have to make mistakes Mish. A GM approached me and after going through all the paper work and asking repeatedly over nine months what the **** was talking so long my request was withdrawn. No wonder there is only three of them! ;D
