Eight dignitaries called \"Octarchs\" rule the city; each of them supervises and is responsible for one level of Yliakum. Together they form the \"Circle of the Octarchs\" or \"Internal Circle\", that takes decisions regarding all the people living in the city.
Immediately under an Octarch there are twenty \"Vigesimi\", high civil servants that deal with law and order. There are 160 \"Vigesimi\" in total and they form the \"External Circle\". At the beginning of every year there is a meeting of all Octarchs and Vigesimi that lasts for several months. In this event they evaluate all expenses and revenue of the previous year, all complaining, problems, etc... Vigesimi normally come from the Craft Guilds of each level, and their position is hereditary. Nevertheless is not too rare to find some high citizens that are elected thanks to people acclamation, taking place of Vigesimi that are dead, that are judged inept or that are found to be guilty of thievery.
At the beginning of every season takes place the meeting of all Vigesimi of a level, generally (but not always) directed by the Octarch. During these short meetings the members of the External Circle can elect a new Octarch if the previous is dead or too old. An Octarch can\'t be removed, nevertheless in some cases the Octarch was assassinated because it was too cruel, inept, dishonest, etc... One of the most famous cases is the one of Fertedian Dalko, Octarch of the 4th level, that was tied to a hypnotized Megaras and sent straight towards the Crystal.

BTW:
not good idea. The devs should let the realms take shape on their own so that the strong sieze power and we can have all the political intrigue and rebellion and civil disobidience thing without that being explicitly coded. I also think the there should be bad neighbourhoods with free PK within those zones.

oh, that would be cool... imagine being in some poor dark and dirty place, when suddenly Zak-like character comes to you and says: \"I know nothing about that\"

i dont think there should be a goverNment because this game to me symbolizes freedom... i dont know why but everthing about it makes me tingly inside with the feeling this game is going to be like nothing ever built before and we have some say (although minimal) in how the game is developed. Its almost a dream come true. its too bad it will be <2 years till the final final release... but hey i could always learn open source and alll that jazz and become a developer... :)

That way there won\'t be NPCs like guards (poor Jefecra ;( ) and everything will turn into anarchy...

Actually it\'s much more likely to be >2 years. ;)
I think the Octarchs will basically be the admins, whereas Vigesimi will be GMs. It makes sense: Octarchs deal with supervising the world and governing all the people in it, just like an admin. Vigesimi uphold law and order, just like a GM. :)

bah i would rather see the game turn into complete player dominance over planeshift.no gms or super powerfull devs, and minimal npcs. there\'s such a romanticism to having a player controled world... :)

That would be chaos. Of course, PS players will be given as much freedom as possible, but there still has to be GMs and admins to deal with problems and arrange ingame events that simple players simply should not be given the power to do.

well if gms are peace keepers and they have uber-power-magical-0ne-shot-sure-kill weapons
what happens if a player manages to kill the gm and take his weapon ???
answer: the rest of us are doomed unless some how the gms force the guy to give it up
this happened in Eq i think
anyway there will always be players to bend the rules and pvp......

Hmm an all powerful dev body eh?
Think about this(you might not get it at first but hang on in there and you might make some sense out of it):
A kid, say \"JOEY\", gets a new ball and balls are a rare commodity. Several children besides Joey want to play with his ball. Joey unlike his neighbour, say \"BILL\", who also has a ball and charges his friends to play with it, lets everyone play with him for free. Now thats fine and a good idea. Bill\'s idea is good too but Joey\'s is kinder and more philanthropic. Now Joey thinks that the other kids might throw the ball into the bushes and lose it or break a neighbours window and have his ball confiscated. He worked hard to get it and he wants it to last and be fun for as long as it does. Now what can Joey do to ensure to make none of this happens. I\'d say he has these options.
1. He could give the other kids the finger and play with it all by himself.
2. He could set down rules like,\"no throwing higher than a foot\", \"no tossing faster than 0.5 Km/Hr\" and \"No throwing further than 5 feet\".
3.He could get a big stick and sit with it at the corner of the field and threaten the kids that whoever loses the ball will be severely beaten up.
4. He could charge the kids for playing like bill to make sure he is not at a loss if the ball is lost.
5. He could set up a net around the play ground and ask the kids to play in that area only.
6. He could tell the other kids about his concerns and point out that if they ball was lost they\'d have to pay bill to play and then just trust their judgement.
Think about it. Don\'t tell me if I am right or wrong for I have said nothing. Just say what you think joey should do or if he has other options.
Regardless, this announcement of the dev monitor body I just heard has really made me sit up and think. What is better:
\"Higher tax rates and living costs\"
or
\"Big brother breathing down your neck\"

I think a government could be really cool, if we could be elected and allowed to make policies and build up armies.

What good\'s an army if you have no other government to fight.
It would be cool if players controlled more of the game. Like set up punishments for grievers - that way the gm\'s would not feel they would need to have to make their own calls.
Hey what about this old idea:
Devs - Judicial - Grand jury and ultimate deciders of player fate
DMs - exectutive - inforcement of the rules; we always will have a local police around - they are given access to special commands; such as teleport to player, freeze players in 10 m radius, temporarily lockout accounts.
elected players - legislative - they make the rules; ie players who pick on newbies have their acount disabled for one week
Call them Vigesimi or what ever

the one that needs magic are the one that is truly weak.
goverment would be nice thougth the members must be the leaders of yilakium and not just some new guy that really doesnt care.
and if a goverment is formed will there be elections etc and for a goverment to be at least operational it needs other things.

well there is only one city now, but I think they are planning different cities. So each city could have an army. Players would be paid to be in the army. There could be serious pvp combat.

I believe that the government could become corrupt, but also it would make the game very intresting. Everyone has heard of the good vs. evil concept well maybe it could come into play, who knows.well i am enjoying this forum so keep it coming.
Personally i would maybe like to give the gorvernment to the players and c if it works out i mean aren\'t we suposed to be testing the limits here :)

why would the government become corrupt? i mean the only feasable government pitched here has been one where the devs have total control like always. so i mean one corrupt guy would be booted quicker than an swift arrow in flight, if you know what i mean. Which brings me to another point. Poeple would be assassinated. Although many believe that there shouldnt be any PVP at all if there was like i want (strict penalties) where people would have skills dropped, slight guild ranking (including government) dropped. This way if someone was assassinated in the government they would have to regain power as the head leader or parliment or whatever they were at. I was also thinking that if you were at the bottom you would just be kicked out. I mean if your at the bottom your a guard or somethng so if you die your not doing a good job anyway... :P

I miss worded. not really corupt but not run well. I\'m not saying there is no way that players could run a government i just would rather try it out first maybe on a upcoming release :)
I like ur idea about the assasinations and stuff keep it coming

I don\'t know if it\'s a good idea but perhaps we can have a council formed by ?all? guild\'s masters that rules the city.

Why not let the PCs vote for which DVs and GMs get which posts?
That would give players a say in the government.
