Technical Help: Problems BEFORE entering the game / Charecter uploading prblem...

When ever I hit upload character it will simply load a little bit... BUT NOT DO ANYTHING!!! Is this problem problem still impossible to fix, or is there a way to let me actually log on for once?

My Computer:
Windows XP
Pentium 4 Processor
2.39 GHz
256 mb of ram
Video Card: Nvidia Gforce FX 5200
