Technical Help: Problems BEFORE entering the game / why is it so slow??!! pls elp!

there is lag throughout the creation process but as soon as it loads up and i get on it takes about 10 seconds for each comand to do anything so i can hardly move... is there a simple fix? my computer isnt slow... p3. win98... wts goin on? ?(
