Technical Help: Problems BEFORE entering the game / skipping.....BADLY

Im new to the game, but whenever i run the game its very slow and laggy, but when i actually start the game its skipping and lagging so badly i can hardly move,talk, or do anything!!! this game looks so good, can som1 help me out


note: my comp is pretty good
