Technical Help: Problems BEFORE entering the game / Private servers

Hello, I was planning to make a Planeshift local server to try to cheat it and then report the bugs to the development team but..... I cant seem to acces the CVS. I use windows.

 Can someone gice me the files, or do I need an special permission to do so?
