Newbie Help (Start Here) / how to create a guild

Ok, I may seem like a total newbie, but in fact, I never did this before. How can I create my own Guild? Do I simply have to post somewhere that I want to create my Guild and then simply wait for other people to join it?
Is there special rules to create a Guild or it can be all like I want it?
