I\'m guessing it\'s the newbie thing- I can\'t do it either, but from reading around it looks like admin can.

Edit: This post answers the question much more succinctly than I\'m going to make an attempt to.

I\'m having the same problem. I think the website server must be down, since when I leave off the junk that lets you activate and just try to visit this site, it still doesn\'t work.

I s\'pose I\'d just keep trying. /shrug
