Technical Help: Problems BEFORE entering the game / why won't the game fully load?

i have loaded the game, logged in, choosen my charicter which i created, then clicked to enter the game, it comes up with a picture and a loading bar, the bar gets almost to the end and then it says failure do u want to save a diagnostic?
