General Discussion / Weapons too complex for a level 20 repairer?

Has the cap for weapon repair gone up from 20 or are there now weapons that cannot be repaired?
A fellow handed me a Scruffy Small Battle Axe of the Warrior and even at level 20, I get the message it is too complex for me to repair
Maybe something else comes into play, my int is not yet maxed, but other than that I cannot think of any solution
