I saw already few threads about that, but I will show you the simplier (and better IMO).
You all know, that lots of players play only to stat. They still run for next PP and skill points. How to cut it? Isn't it the RolePlaying game? There shall be a stat limit.
The stat limit. If there is a stat limit, the players can't make the chars that will still train the same stat or skill and training instead of just roleplaying. Because the life of character should be rather made by quests, not by training.
The skill limit of fighting and magic skills should depend on the monsters' power. The most powerful monster should be able to kill the player with max stats (skills) with few hits, but not in one. And the player shall need also few hits to kill him.
The skill limit for thieves' skills (like hiding) should look like - if you have max hiding skill, you can be almost invisible (only in the most opened and bright place he can be visible). It's because the thieves haven't got the easy life, so they need to have at least skills.
The skill limit of gathering, crafting and other peaceful skills should be enough to create the most powerful items with 100% chance of success or gather the big amounts of high-quality materials. No sense of raising it more.
The STAT limit should be low, so the stats don't decide about your character's life more than it is absolutely needed for realistic game.
