Technical Help: Problems BEFORE entering the game / ok now I'm upset!!!!!!!!!!!!

I have been on this game for 3 1/2 weeks! Not one day has it run correctly! Now I see people Killing NPC's and I try...It tells me I am too far away!!!!!!!!!!!!!!!!...I log out and now I cant log back in? Someone help me please.... Thank you!
