Technical Help: Problems BEFORE entering the game / Cannot Connect

I have been trying to connect for 3 days,I create my character but thats as for as I get,nothing happens after that will not connect,keeps saying the server is down...Can anyone help me???

Also how do U know what server U are connecting to?
